The A428 between the A1 junction near St Neots and the A1198 Caxton Gibbet experiences major delays and disruption during peak periods. The considerable economic growth in the area has resulted in an increase in demand for housing as the local population expands, creating further pressures on local infrastructure. In late 2014, Highways England announced plans to upgrade sections of the A428 between Caxton Gibbet and the M1 at the Black Cat roundabout, to a dual carriageway.
The improvement scheme will alleviate pressures on the current A428 and increase capacity in line with growth to reduce delays, congestion and lessen drivers’ journey times.
In early 2017, Highways England put forward a number of proposals which were subject to consultation. Details of the consultation are available here - 2017 consultation
Since that time, Highways England have continued to develop the scheme by incorporating your feedback and carrying out technical assessments and surveys.
Highways England has been considering outputs from the A1 East of England Strategic Study in order to understand the interaction with the A428 project. In the meantime Highways England continued to develop the A428 scheme including carrying out technical assessments and surveys as well as continuing engagement with affected landowners and stakeholders. It is important that the A428 scheme is aligned with the A1 study so that both schemes are compatible and work well together.
In July 2018, Highways England published a revised timetable for the A428 Black Cat roundabout to Caxton Gibbet scheme, with construction now being expected to commence in 2021/22, which is later than originally planned. The preferred route announcement for the A428 is now expected to be made towards the end of 2018 with further public consultation on the proposed route next year.
Highways England recognise this delay may be frustrating, however it is important that the scheme meets the long term needs of local communities and road users throughout the region.
